About the profession
All the reforms which are under way in Russia now are related to economy. Unfortunately, essential aspects of interaction between law and economy are not frequently raised by either lawyers or economists. Meanwhile, law and economy have quite close links: economic relations are realized through legal rules, which legalize them; new means of economic development (lease, mortgage, franchise) are authorized by law; the State directly interferes with economic life.
But lawyers often ignore economic concepts in legal rules, while economists leave aside legal aspects of economic mechanisms. Lawyers treat economic relations as an object of legal regulation. In this connection a number of questions arise: what sphere of economic relations is regulated by law; to what extent can the subjects of economic activity enjoy their economic freedom; what are the cases when economic activity can be limited, and in what conditions; can economy function on its own; does economy need the State; what is the influence of international law on national economy?
In many countries there exists a separate branch of law which is called economic law, or, more often, public economic law.
First-year graduates are exposed to intense professional immersion. They are taught a complete set of practice-oriented disciplines, which includes detailed study of certain practical aspects of legal regulation of economic activity; especially relationship between entrepreneurs and government and municipal bodies. The choice of disciplines is substantiated by current approach to legal regulation of economic relations and administration of law in present-day Russia.
Besides that, the program comprises small amount of theoretical disciplines. They perform several functions: provide students with the necessary knowledge domain to comprehend practical disciplines, develop analytical skills vital for training of modern jurists, and widen their legal expertise. All this helps graduates to feel more self-confident in any sphere of legal work, to develop their own legal thinking, and to improve their professional qualifications in the future.
Introduction to theory of public economic law; Information and legal aspects of economic activity; Tax law; Banking law; Licensing system; securities market regulation; 2 Public information security of parties to economic relationship; Administration of natural resource payments and taxes; Liability for financial and economic improprieties, etc.
Substantive discussions, workshops of leading experts in jurisprudence, participation in international competitions, communication with prospective employers help to develop professional competence. Every year students of the Master’s Degree program undergo practical training in private companies and State authorities; ministries and agencies of the Russian Federation, scientific institutions, as well as in law departments of various companies.
Alumni of the program are prepared for work both in State authorities, regulating economic and entrepreneurial activities, and in leading companies providing legal advice in all aspects of economic activity, including possibilities of participation in trial and resolution of administrative disputes.
Of course, choosing the program was a conscious choice. Being a graduate of the University and having written my Bachelor’s dissertation in the Administrative Law Department, I realized that this is the place that could provide me a future of profound knowledge in what interested me. Also, the staff of the Department is very considerate to their students, and treats Master’s students as associates, which is very important.
I believe that getting Master’s degree is a step to the future in my legal career. It helps us to extend knowledge within our specialization, in my case it is public economic law. As for me, I take a particular interest in legal regulation of public procurement both in Russia and abroad. The program provides a deeper insight into the theoretical aspect of the chosen speciality and offers the opportunity to prepare students for research in the chosen sphere of legal activity.
The chosen course “Public economic law” can be considered – and with good reason – one of the most advanced programs of the present. Management of different sectors of society has always been and will always be the cornerstone of any state; and a stable economic situation is the result of a correct state policy. The program is oriented towards training of highly-qualified specialists, who can mold both strategy and tactics of further application in practice of obtained knowledge. Alumni of the Department are employed by different companies and are in great demand in labour market.
