Municipal lawyer is a legal expert who solves various conflicts with local authorities in favour of their client. A Municipal lawyer should have excellent knowledge of both federal and local regulations. This concerns processing land titles, construction issues, ad placement, to name just a few.
Completion of this program helps form a certain knowledge set on various legal disciplines, thus attaining an integrated approach to the study of public law themes. The Department’s sphere of scientific interest covers implementation of local self-government and local government both in the Russian Federation and abroad; municipal law-making, municipal legal relations; bodies of local self-government and their responsibility, as well as the monitoring and supervision of their performance. The research part of the program concerns specific features of the organization and functioning of local self-government, territorial organization of the municipal (public) authority, legal regulation of local self-government, forms of direct democracy at the municipal level, legal status of municipal authorities, cooperation between government bodies and bodies of local self-government, the jurisdiction of bodies of local self-government, as well as study of forms and methods of management and control.
Theory and Methodology of Municipal Legal Research, Monitoring and Supervision of Enforcement of and Compliance with Rules of Municipal Law in Russia and abroad, Legal Regulation of Territorial Basis of Local Self-government in the Russian Federation, and the Institution of Municipal Law in Russia and abroad.
Practical training is a mandatory component of the post-graduate curriculum. It consists in such practical activities such as teaching certain subjects, class activity management, scientific and methodical work on a subject, and acquisition of necessary teaching skills. The aim of teaching practicum is the study of basics of pedagogical, educational and methodical work at the institutions of higher education; mastering teaching skills in conducting classes on various subjects from the specialization curriculum. The main objective of teaching practicum is to show the results of comprehensive psychological, pedagogical, socio-economic and IT readiness of a post-graduate for teaching activities. Besides, post-graduates have access to fieldwork in government agencies, Russian and international companies.
Having successfully completed the academic program, experts in this sphere are in demand with State authorities of the Russian Federation, State authorities of constituent entities of the Russian Federation, bodies of local self-government; they fill public and municipal positions as well as positions in commercial and non-commercial organizations. Alumni of this program obtain skills of development of laws and regulations as well as various documents; and are experts of legal aspects of law-making process.
Starting with the very first classes of the postgraduate curriculum I was amazed by the level of teaching, quite different from Master’s Program. The number of social events was another pleasant surprise as an added opportunity the Institute of Law provides its students with. Our Institute has a lot of advantages. Namely, in my opinion, are our professors, who try to find the best in every student, to develop their talents and gifts. Our teachers have no problem spending their spare time with students where needed. It's a feeling as if, the Institute is a home, and we are the children. It really helps to foster further success.
Four years ago the Institute of Law at RUDN University opened its doors to us. Remembering the years of study, you start understanding the deep meaning of the expression “to open the door to the world”. My fellow-students with whom we overcame difficulties; professors who have become soulmates; the alma mater to where you return reverently. We study, travel, and look closely at roads stretching before us. We say thank you to our professors whom we will always remember, because they helped us realize things which were beyond our understanding. Our teachers gave us not only knowledge essential to us professionally, but also knowledge we will need all our life, because they encompass notions such as good faith, honesty, industriousness, responsibility, and a readiness to help.
The postgraduate curriculum today is an integral part of getting a professional education. It is the first step towards preparation for scientific research. One of the advantages of the postgraduate curriculum is obtaining a narrowly focused knowledge, which in its turn helps future experts to thoroughly study the peculiarities in their field of professional activity. The postgraduate course permitted a better understanding of legal science, in conjunction with the experience of the Bachelor’s and Master’s Degree programs. As a postgraduate, I plunged into an atmosphere of great scientific discoveries; so when I work on my thesis, my hope is that it will be significant and indispensable for the global science and future researchers, doing the postgraduate coursework at the Institute of Law at RUDN University.
