About the profession
The profession of a municipal lawyer is becoming more and more in-demand because of quickly growing, but under-staffed municipal sphere of activity. A municipalist is a true legal professional who knows everything about drafting legislative documents, municipal legal acts and other legal papers needed for the executor of law in local self-government bodies.
The program is a set of academic disciplines with the common subject and oriented towards practical activity in State authorities of the Russian Federation, State authorities of constituent entities of the Russian Federation, bodies of local self-government. A skillful combination of academic courses comprising the study of a Russian experience in local self-government, legal foundations for its organization and functioning; as well as practices of development and analysis of the current state of local self-government abroad (both in CIS and other foreign countries) can be considered as useful information material both for municipal officers or civil servants from local self-government, and for everyone in the system of state and municipal administration. Formation of practical skills and abilities to apply the obtained knowledge in law-enforcement activity occupies an important part in training of lawyers for the state authorities of the Russian Federation, state authorities of constituent entities of the Russian Federation, bodies of local self-government as well as for state authorities of other countries.

Annually students of LL.M. program are able to have practical training in the Federation of the Federal Assembly of the Russian Federation, Civic Chamber of the Russian Federation, in Moscow prefectures, and other organizations and institutions; as well as take part in various international and all-Russian conferences, simulated court proceedings, academic seminars and science circles to deepen and develop their knowledge on the Master’s degree program.
Having successfully completed the academic program, experts in this sphere are in demand with state authorities of the Russian Federation, state authorities of constituent entities of the Russian Federation, bodies of local self-government; they fill public and municipal positions as well as positions in profit and non-profit organizations. Alumni of this program obtain skills of development of laws and regulations as well as various documents; and are experts of legal aspects of law-making process.
Studying for LL.M. here is very interesting and exciting. I find particularly appealing the practice of involving in the educational process a large number of lawyers working in local self-government bodies. It helps to get an insight into their work, and to take an active part in debates at science circles and moots, for example on adoption of the statute of the municipality.
The program both helps to obtain radically new knowledge on municipal law in the sphere of local self-government, and to reinforce the skills and subjects which had been studied before, due to the specific character of this program. This is a definite advantage, because of a wide range of employment possibilities it opens; as well as further personal development as a true specialist.
